Digital Divide Partnership 

Africa as a continent is at the threshold of a Digital Famine. 
Poverty, poor infrastructure, and unfriendly regulations have resulted in a situation where computer penetration is less than 0.3 percent and only 2.5 percent of the world’s television sets. 

For a continent used to sharing everything from copies of newspapers to communal television sets,
Cyber cafés are now a Godsend. 

Given the income levels on the continent, it is unlikely that the rate of computer penetration will change drastically anytime soon. The battle to provide access will therefore have to be fought and won at the public accessibility level with more investment channeled towards ubiquity of access centers. 

The digital revolution currently sweeping across the globe can be called the mother of all revolutions since it has surpassed all other revolutions in its impact upon the social, cultural, and political levels. The most outstanding feature of the digital revolution is the speed with which it has developed us. Bits are not edible in that sense they cannot stop hunger. 

Computers are not moral; they cannot resolve complex issues like the right to life and death. However, being digital nevertheless gives much cause for optimism. Like a force of nature, the digital age cannot be denied or stopped. 

It has very powerful four qualities that result in its ultimate transformation, i.e. decentralizing, globalizing, harmonizing, and empowering. 
Empowering, certainly, it is. 

Digital revolution is a historical force and when forces of history march, resistance is futile. Empowering the urban and rural poor segments in Tanzania is an urgent necessity if we must address the problem of poverty. Jumping into the digital bandwagon is the only way to address that problem. 

Volunteer Role.

 developing the IT structure for the organization and all of its CBO affiliate organizations.

 Training of staff on IT skills and the effective use of computer software applications.

 Volunteers will be working from the center and also spend a great deal of time working in the field. As it relates to the strategic direction and program ethos of TOP, Volunteers will also be expected to:

• Support the Director and/or Line Manager as well as senior staff to develop, coordinate the work and make the organization sustainable Assisting in building the capacity of staff in IT management skills, through training, shadowing, information and learning exchange, mentorship, management coaching, and other methods.
• Support the development and implementation of IT systems in line with organizational objectives and protocol that will help to improve the overall coordination of program objectives resulting in the desired level of outcomes/impacts at the community level.
